consider relicensing #30

Hey @gregelin! Just learned about this project, and am interested in using it for FISMAtic, but saw that it's distributed under the GNU Public License (GPL). I'm not a lawyer, but I checked with someone who has expertise in this area, and even using compliancelib as a runtime dependency means I need to distribute FISMAtic under the GPL. I'm not even sure government can do so, even if I wanted to. Wondering if you'd consider relicensing to support adoption. If not, no hard feelings. Thanks!
