Test translation for nanopub equivalence

Test translation produces equivalent nanopubs with ordering. Use bel generate or a source file (e.g. BEL, BNJ, XBEL) to translate and compare results by bel diff. The bel diff utility should compare two files by streaming nanopub differences.
