update guide with new default template #2

it should update https://github.com/SourceScan/verification-guide/blob/main/README.md?plain=1#L66-L75 -> https://github.com/near/cargo-near/blob/main/cargo-near/src/commands/new/new-project-template/Cargo.template.toml#L14-L29
and probably everything else might be updated accordingly to have an exact match and not look like a patchwork of non-matching pieces
tlhis issue is the same as near/cargo-near#272
