Add instructions for using Docsify with madr

Docsify is an elegant alternative to static-site renderers, which largely renders markdown documentation libraries in the browser according to a configuration.

Might it be possible to document simple configuration best practices for Docsify to render madr content in a docs/decisions as part of the madr project?
