budgetId cookie is sometimes set for /transaction path instead of /

Describe the bug
The budgetId cookie is sometimes set for the /transaction path.

This leads to the confusing behavior that transactions are shown for one budget, while everything else is loaded for another budget

To Reproduce
I haven't found out yet how to reproduce, will update when I find out.
