Port the current codebase to Haskell or Purescript #2
Description
The current bot is in Python for now, and we should port it to Haskell or Purescript.
Reasons:
- Being an FP community, it would be nice to have our infra built using FP
- People can practice on FP projects provided by the community which can lead to more participation.
