cli take five

The cli will look like this in the next release, v2.4.95
coming this week.

I use threefive in my work. As I've used the threefive cli,
I've noticed that decode and encode are really the same thing,
so I've simplified things to just inputs and outputs.

The default action of the threefive cli is to take a SCTE-35 input and return a SCTE-35 output.

threefive inputs are:

• mpegts --> MPEGTS Streams
• base64 --> SCTE-35 Base64
• hex --> SCTE-35 Hex_
• json --> threefive JSON
• xml -->SCTE-35 XML
• xmlbin --> SCTE-35 Xml+bin

threefive outputs are:

• base64 --> SCTE-35 Base64
• hex --> SCTE-35 Hex
• int --> SCTE-35 Integer
• json --> threefive JSON
• xml --> SCTE-35 XML
• xmlbin --> SCTE-35 Xml+bin
