Galaxy map planet interface initializes with PC scrollbar in controller input configuration

Describe the bug
When going to the galaxy map, the first time you visit a planet (where it shows image/text), the scroll bar on the right seems to always show (not sure if it's only if text is scrollable).

If you exclusively use a controller, you can scroll up and down but the scrollbar does not move. As soon as PC input is detected the scrollbar recalculates and can be used. If you use controller again the scrollbar disappears entirely in controller UI mode (working as expected in PC) until you fully exit the galaxy map and return.

Expected behavior
Scrollbar should either accurately reflect the scroll position with console input or it should be hidden on initialization

Other Considerations
This is a top priority fix because I noticed it and therefore it is top priority
(It is minor but I can't unsee these things).
