Enable "skip" button when the timer is neither running nor on pause and only "start" button is enabled.

Sometimes when the next driver is not available I want to skip just one position on the mobtime. Currently, I have to click on the start to enable the "skip" button. I suggest making "skip" available in this state directly and working as a "rotate" button in the old mobtime versions.
