Changing settings causes start up failure on 24H2

on Version 24H2 (OS Build 26100.2605)

Tried to change the keys to get to desktops. 

Got "Failed to set Hotkey" (or similar) and "Saved Settings."

I thought it must because the program was not running as admin. So I killed VirtualSpace and tried to restart it. On start up I get the "Not supported on this version" error dialog.
