Cleanup bug for dead consumer groups

Reloading tables create new consumer groups for same topics. When reloading makes a table live, the old consumer groups are added in the status to be cleaned up later.

In some cases, it was seen the status having dead consumer groups in it, but the cleanup not getting triggered.

On recreating the redshiftsink-operator pod, the cleanup gets triggered.

Fix is required.
