This allows deterministic serial ports on Linux. Users can define serial ports like `/dev/serial/by-id/usb-Espressif_USB_JTAG_serial_debug_unit_<MAC address of ESP>-if00` which will stay constant indefinitely. It also allows differentiating different trackers based on their MAC address instead of relying on `ttyACM0`, `tyyACM1`, ... Signed-off-by: Sefa Eyeoglu <contact@scrumplex.net>

not all tests are passing but fuck it we ball
all functionality should be present but the lint runner is complaining about type errors which will need to eventually be solved but for now i just want to get the newest changes into master
