Dues and multi submit toggles and slug routing fixes

Why

• The form editor needed better control over form access and submission (especially on the form frontend side)
• Admins need the ability to:
  1. Restrict forms to dues-paying members only
  2. Allow or disallow multiple submissions
• Routing needed to handle invalid form slugs (for forms that don't exist).

What

• Added “Dues Only” and “Allow Resubmission” toggles to the form editor (with switches)
• Improved routing so users are redirected back to the forms list if they open an invalid form link.
• Forms are fetched by slug and edits should be updated with updateForm (this can be modified after and is there for placeholder)
• Also URL Structure (/admin/forms/{form-name-as-slug}) uses the form name as the identifier (slug) (this doesnt change on form title edit at the moment but is dependent at form creation)

Test Plan

• theres a temporary sample form with a slug test-form for testing (to try the buttons)
• If the test-form page doesn’t load, comment out the redirect logic (marked in a comment with all caps)
