Rebrand for new NLR and Alliance names

Description

National Renewable Energy Laboratory (NREL) is now National Laboratory of the Rocies (NLR) and the Alliance for Sustainable Energy, LLC is now Alliance for Energy Innovation, LLC.

Note that the only remaining references to NREL are in web addresses and email signatures. These may also need to be updated over time as things transition.
