Updated to ESLint flat config

Known issue:

eslint-plugin-import does not support flat config import-js/eslint-plugin-import#2556

Fixed incompatibilities by using @eslint/eslintrc. there should be no blockers.
However it may be worth waiting til ESLint v9 is released
