Originally partially fixed this issue in this PR (#211)

There are apparently two methods that validate whether a rtp location is in a square. That's kinda weird. I fixed the first method in my PR from a year ago, now I've fixed this other one.

Quadrants logic is bulky as well as flawed in that it repeats the mistakes that were once in the isInSquare method.

No longer sends players to exclusively the corners of the map. Now sends them to anywhere where x or z is above the MinRadius (while both being below the MaxRadius)
