feat: Implement new Google Tag Manager

Description

Added a second Google Tag Manager container (GTM-TVR3P3LC) to the global container configuration.

What's included?

• Created a new local plugin plugins/gtm-plugin to inject the new GTM scripts (Head and Body).
• Updated docusaurus.config.js to register the new plugin.
• Verified that both GTM-PPXTTZ2 (existing) and GTM-TVR3P3LC (new) are present in the build output
