feat(TU-33149): Update semantic-release

Originally, got the plugin versions from other repos. However, reading the release notes, v25.0.1 is the version that "deps: update to the latest version of the npm plugin to add trusted publishing support (fad173e), closes semantic-release/npm#958". See https://github.com/semantic-release/semantic-release/releases?page=1.

I have also removed NPM_TOKEN from the release env.

Finally, I am removing all semantic-release/<plugin_names> that are bundled within semantic-release to avoid version conflicts.
