[analyzer] Add quick fix for sort_pub_dependencies lint

Adds a quick fix that sorts dependencies alphabetically in pubspec.yaml when the sort_pub_dependencies lint is triggered.

Changes

• Added sortDependencies FixKind
• Implemented _sortPubDependencies() in PubspecFixGenerator
• Added tests
