Now both `focal` and `focal-atom` have peer dependency to `rxjs < 7`. However the library totally works fine with `rxjs@t.x`. this PR updates peer dependency to now include `rxjs@7.x`. As part of the change, dev dependencies have also been updated to `rx@7` to test with the latest `rxjs`. In order to check the changes are compatible with `rxjs@6.3.3` here's PR #104 which has the same changes but doesn't update rxjs.

rxjs@6.3.3here's PR that has the same changes but doesn't update rxjs.
