This pull request migrates the frontend internationalization (i18n) system from the deprecated
@vintl/vintllibrary to a new stack based onvue-i18nand the i18n utilities provided by@modrinth/ui.@vintl/vintlwithvue-i18nandintl-messageformat, and replaces all usage of@vintl/vintlacross the codebase with composable wrapper from@modrinth/uidefineMessage,defineMessages,useVIntl, etc.) from@modrinth/uiinstead of@vintl/vintl, and updates related type imports.useVIntlas it was easier to migrate.
